Maj Gen Rocky R Meade is the Chief of Defence Staff, Jamaica. He has held several command and staff positions and served on a number of boards and committees, based locally and internationally. Maj Gen Meade has established a number of institutions and projects including the Jamaican Military Museum and Library and Internet Café, the JDF’s Technical Training Institute, the JDF’s Training Accreditation Project, the All Arms Magazine, the Moneague Papers and the Caribbean Journal of Strategic and Security Studies (Editor-in Chief). He represented the JDF on Jamaica’s first National Security Strategy Committee and worked on the 2006 Strategic Defence Review of the JDF. He also chaired the Oversight Board of the Jamaica Military Tattoo in 2012. Maj Gen Meade holds Bachelor of Arts (Hons) and Master of Arts Degrees from the University of the West Indies, a Master of Military Arts and Science (MMAS) degree from the US Army War College, Fort Leavenworth and a PhD in Linguistics from the University of Amsterdam. He lectures credit courses at the University of the West Indies and has delivered invited lectures and consultations on security, intelligence, strategic planning and linguistics topics to audiences in Jamaica and internationally, to include Africa, Canada, Germany, the Netherlands, the United Kingdom, the United States and several Caribbean countries. He has several publications to include ‘The Acquisition of Jamaican Phonology’ and ‘The Relevance & Optimal Structure of the Military in Jamaica in the Current & Emerging Geo-Security Environment’.
